Dear Sir: I am sorry that you are put to so much trouble in the matter of transportation. The order requiring a "detailed statement" does not proceed from this office, but from Washington. Of course there is no question of the accuracy and justness of your accounts but our Q.M. tells me that his superior at Washington is inexorable in the matter of the form, and the rule must be complied with. There certainly would be injustice -- and I cannot see that there would be any impropriety -- in your making out a detailed statement according to the best of your knowledge, making the aggregate correct according to the vouchers. If you do this make them on half sheets of note paper in triplicate so that one may be attached to each voucher, and forward them to me.
Transportation is not furnished to Freedmen going north for houses, except to the overpopulated districts of Hampton & Yorktown.
