expend a dollar in hiring teachers or providing school books, and it cannot even provide a school-house at any point until there is good assurance that a school will be maintained.

The support of teachers comes wholly from the various churches and charitable associations at the North. These associations have at the present time, in this state, 200 teachers, giving instructions to more than 12000 scholars, at an expense of about $100,000 for the year. But the resources of these churches & societies are exhausted, and while scores of places are asking for teachers, they are unable to send any more. In the whole South there are 1000 teachers sent from the North at an expense of half a million of dollars. And yet this meets the wants of not more than one tenth of the colored population, and does but little for the poor white. There are a few excellent schools for them also, supported in the same way.
