Captain:
You know the saying 'when we cannot do as we would we must do as we can'. I have been obliged to accommodate myself to this maxim frequently in the matter of school houses, where I had set my heart upon a good thing. The sum you ask for is quite beyond the ability of the Bureau, without robbing the other places and using great inequality. For example, in this city, I only get $1000 for a State Normal School which is to cost $5000. We have but $25000 to expend in the whole state, which affords only the beggarly allowance of $250 on an average to a county. Of course many counties will get nothing and the populous center must get much more.
We haven't so good a school house in the city of Richmond as you propose to build. Now allow me to suggest that you abandon the two
