Mr. Wm F Burnett:

Dear Sir: Your letter of the 18th inst to Gen. Brown has been referred to me for reply: 

The Bureau is not authorized to employ teachers, they being hired and paid altogether by churches and charitable associations at the north. 

Neither does the Bureau furnish Books.

The only assistance the Government has been authorized to give is in providing school houses, and furniture.

It is a pleasure to hear that you are willing to teach, and a pain to be obliged to say that we have not the means to employ you.
