Lieutenant: Your interesting communication of the 8th inst in reference to schools has been referred to me. I can reply better by letter than by a simple endorsement.
1. The support of teachers is wholly the work of the charity through various northern associations. The Gov't appropriates nothing to that end.
2. The Bureau does not assist in providing school houses, where the support of teachers is not in some way provided for. Otherwise we should build school houses to stand empty.
3d There is very little prospect that the associations will be able to send any teachers to your counties, having already more on their hands, in the more central localities, than they can sustain. If you can provide for the support of teacher, I think a small appropriation would be made to aid in providing a school room.
