My Dear Sir:
I thank you for your letter of yesterday. 
Appeals like the one you make have already reached 
the Number of nearly 200, and I am 
unable to respond to any of them. The schools 
are maintained exclusively by private charity 
- the government only furnishing school rooms where 
the support of teachers is provided for by 
responsible parties and giving a general 
supervision and unity to the work. Private 
charity cannot enlarge the work it is now 
doing. The only hope for the people in 
the matter of education is in state action 
by a reconstruction of the laws, and the 
establishment and support of a school system.
