Dear Sir:
In reply to your application for assistance for the school at Scottsville, I would say. 1st The Bureau has no School Books, and is not at liberty to expend money for such a purpose. 2d The 
charitable association which support the schools, have discontinued giving away school-books, finding by experience that to carry the people bodily on their shoulders does them more harm by pamperizing them, than their instruction can do them good. They can buy books if they will.

I will try to get some association to help sustain this teacher. Could it be so arranged that the Bureau could pay $5 per month nominally as rent for the school room, and yet the teacher have the benefit of it? This has been done in a few instances.
