Sir:
To save time: I waive form and write direct. Your endorsement under date of Sep. 12 asks "What I mean by 'responsible parties shall provide for the support of suitable teachers and means of instruction?" I do not write endorsements for the sake of bandying words. Of course I mean what the law means; for I use the language of the law, except that I substitute the words "responsible parties" for "private benevolent associations of citizens", in order that  Bureau aid may be extended to cases where there is an individual or a local provision made as well as where the support comes from northern charitable associations.

Scores of applications have been to this office for appropriations where no provision had been made for a school teacher, and scores of others where a few Freedmen had said they would support a teacher,  but, as the event proved, were both unable and unwilling. If you will tell me who has become responsible for the support of a teacher, I shall know how to act. You say "the
