General: I have the honor to enclose herewith seven (7) Teachers' Transportation vouchers. In these cases it was not practicable for them to apply for transportation at Washington and await its arrival at their homes without delaying the opening of their schools far past the proper time. Other cases like these are occurring, but the papers have not yet been received. It is impossible, in some cases, for the Associations to have knowledge of the teachers who will be appointed by auxiliary societies and of their destinations, long enough before hand to secure transportation in advance. It frequently happens that the support of a teacher is not raised until past the time she should be at her post. Several schools in this city are not yet opened because the teachers are at their homes, waiting to receive transportation.
 
I respectfully ask that their vouchers may be approved and paid, and others also where a similar necessity may occur.
