308 Nov. 4, 1867 Gen. S. c. Armstrong Sub. Asst. Com'r. My Dear Sir: I am directed by Gen'l Brown to write, in reference to the application for the rent of a log house 18 x 20 feet, at New Boston, 1st to inquire whether a competent teacher has been provided for that place. This is the primary and invariable condition upon which an appriation [[appropriation]] is made. 2d To protect against higher rents at New Boston Accomac Co. than in the city of Richmond. The price asked ($8.) is three dollars more than the same sized room, in a better building, would be here. Very Respectfully R. M. Manly
