Your letter of the 8th inst. has remained unanswered hitherto, for the purpose of obtaining full returns of expenses, thus far incurred, in school house repairs, rentals, &c from all parts of the state, and in the hope of finding it possible to erect a house for you at Norfolk. The returns are discouraging for your enterprise. It does not appear probable that, after repairs already undertaken, and rents assumed for the year, are paid for, there would be money enough in the Treasury to erect your house and furnish it. Beside there are places asking aid where a refusal will defeat any school at all, which it does not in your case. Your schools are already barely comfortably provided for - better than some schools in Richmond, better than most of the schools in Petersburg. Notwithstanding this, I should urge the erection of a good school house at Norfolk, if it were at all practicable, consistently with the state of the funds and existing obligations.
