Captain:
I have the honor to state, by order of the asst. Comm that Five Hundred Dollars ($500) will be appropriated torward a school house at Winchester when the following conditions are met viz:

I. In respect to the lot on which the building shall stand, the following extract from circular  No. 30 dated at Bureau Hd Quarters. Washington Dec. 21 1869 must be observed:  "Hereafter school buildings will not be erected or repaired, to any considerable extent at the expense of this Bureau, except upon sites secured by deed to trustees, or some individual party, for school purposes for Freedmen, or for children irrespective of color, forever."

II. Before making the appropriation  the Asst. Com'r will need to be satisfied that with such assistance? the building will promptly be brought into a condition  to be used for school purposes if not entirely completed. 

On presenting evidence that the above requirements are met the money will be appropriated.
