General:
I have the honor to request that six hundred dollars ($600) may be appropriated to the High & Normal School of the city from the unexpended balance of the Ten thousand Dollars ($10,000.) assigned to Virginia, for incorporated Institutions of a higher grade, from the Refugees and Freedmens Fund. In May last, it was substantially arranged (as I was informed) that the whole of this sum of $10,000 should go to the above named school; but at the same time earnest efforts were being made to erect another normal school at Rippon Hall, on York Rine, and with the desire to favor that enterprise as much as possible, I consented to recommend that only $6000 should go to the Richmond School - (hoping that would be sufficient-) in order to leave $4000 for the other school.
