Dear Sir:
      Yours of the 12th is at hand. The propriety, the great importance of having a good school house created in Lynchburg is felt and conceded, and I am glad to confer with you on that subject. In the first place, then, the Congressional appropriation for rental and repair of school-houses is exhausted with the exception of enough to meet the rents already assumed until July 1st Nothing can be done, therefore, until Congress shall give to the Bureau another years lease of life and some money to use.  It would probably be useless to apply to Gen. Howard as he refers all applications relating to Virginia to this office, and he has allowed to Virginia all the funds he will out of the last appropriation. There is one thing, and that an important one, which you can do to be ready for prompt action when an appropriation is made (of the probability of which you can judge as well as I).
