I have a letter from Mr. Hopkins enclosing one from yourself dated the 15th [[?]]. relating to an act of incorporation [[?]] for a [[?]] a Charlottesville. He asks me to answer your questions. The steps to secure a Charter for a [[?]] are as follows: Select your trustees, or incorporators, a majority of whom should be in Virginia, at the seat of the institution, the rest may be in Massachusetts. These unite[[strike out]] unlite [[strike out]] in a petition to the judge of the circuit court the petition to be drawn in conformity with the laws of VA.- and the judge will issue a charter making the petitioner a body corporate, A lawyer should draw this petition, so that it may conform strictly to the present statute. No expense is involved except the lawyers fee, and the  simple charge for recording. I should recommend that you put me or more good white men at Charlottesville (if you have them) on the board.
