Dear Sir:
I have received a note from you by the hand of Mr. Wm. B. Davidson in which you request me to hand to Mr. D. "the amount you [I] promised me for teaching" etc-- On Nov. 8 I replied to your letter of the 26th Oct. and stated the "The expenditure of money by the Bureau was restricted, by law, to rentals and repairs of school buildings."
I also stated that if you should establish a day school and report to me the number of pupils in attendance, undoubtedly an allowance for rent would be made." Since that time I have never heard from you; your school has not been reported. When we pay rents it is necessary, in the first place, to have a lease and the rent is paid monthly. It is impossible to pay [[crossed out]] the [[/crossed out]] back rents; in fact no bargain has been made.
