Dear Sir:

The plan of cooperation in an educational movement, between the city council on the one hand, and the Bureau +Charitable Associations on the other, which we are attempting to establish in the city, is as follows.
 
1st A Board of Education, to consist of five members- Mayor, Sup. Schools and three citizens in whose hands shall be the whole management of the schools-

2nd For the coming year the city to pay only one half the salaries of teachers- the other half to come from Charitable sources.

3d The Bureau to meet the other expenses. The success of this plan (as we should regard success) would of course depend upon the "make-up" of the Board. That can be properly controlled here; in some other cities it might not = all
