Sir:  I am instructed by the Asst. Com'r. to write you in reference the application for $1000 to aid in the creation of a school house at Leesburg.

It is not deemed possible, (in justice to the fair claims of the Freedmen in all parts of the State upon that fund) to appropriate so large a sum to the accommodation one hundred pupils. And, again, a house large enough to accommodate that number does not need to cost $2500- The sum named in the application.

I wish to recommend the appropriation of $500. for the proposed house, provided, with that assistance, a school house will be completed by the middle of Oct. and useful efficient school be maintained during the rest of the school year. Please reply whether the condition will be met.
