Dear Sir; 

Yours of the 8th is read. I am glad that you are satisfied with the method of operation.. I had proposed. The more I think of it, the better am I satisfied that it is the most feasible plan within reach. Your recital of the terms of my proposition is a correct rendering of my meaning and makes the 2000 [[underline]] average [[/underline]] attendance, equivalent 2500 enrollment. 

Your former letter, without date, but read Aug 1st., has been under consideration, and I am [[crossout]] fully [[/crossout]] satisfied that I can fully meet the conditions of your proposition. Allow me to suggest that payments to teachers should be made monthly— they are generally dependent upon it, and to that end, the first instalment should be in hand about the 1st of November. 

My correspondence and interviews with Bureau officers and Gentlemen from various ports of the state lead me to expect great good from the movement.
