Dear Sir:  
I am directed by the Asst. Comm to reply to your communication of yesterday.

The understanding with Mr. Green was as follows: 'Eight or ten teachers for Colored schools would be required; these were to be furnished by the Bureau through the charitable associations, and Four thousand dollars ($4000) from the city funds set aside for the support of those teachers.- the Bureau, at its own expense to rent and fit up the building for these schools and also to rent one building for white schools.  The schools were to be under the direction and control of the City Committee of Education,  subject however to be freely inspected by the Bureau Sup. of Education and the officer of the Bureau in charge. If it should appear, at any time that the colored schools were suffering from any unfair discrimination against them
