the arrangements between the city and the Bureau might be broken at once.

It was understood that the furniture which the Bureau would supply would be plain furniture, and that books and apparatus would be supplied by the city. If the city desired better furniture than the Bureau would supply, it would be at its own expense. It was not understood for which of the white schools, the building to be rented by the Bureau was designed, nor does it matter.
