giving you the building we do not warrant it a valuable gift, but will do our best to make it so.  This proposition is the very best I have been able to do for you - and is as much as the demands upon the funds will allow.  This proposition contemplates that your society will erect the building and supply whatever funds may be required further:  Observe also the following Order (school) governing our appropriations: 
"Hereafter school building will not be erected, or repaired to any considerable extent, at the expense of this Bureau, except upon sites secured by deed to trustees, or some individual party, for school purposes for Freedman, or for children irrespective of color forever."   In making the appropriation it would be necessary for us to know this condition is complied with.
