Miss Ellen Collins:

Yours of the 27th is at hand. I wrote a week ago to each of the ladies, assigned to the Navy Hill Schools, advising them of the present situation here, hoping it might stimulate some effort on their own part. I have access to a benevolent fund - outside of Bureau or any Society - from which I can draw a little in aid of the Navy Hill schools. We should be able to collect something from the pupils although the people are growing poorer every year. I can from these two sources, agree to meet all the incidental expenses of the schools (Fuel, lights, janitor, &c) and one half of the Board ($10 per month) leaving for you salary ($20) and one half of the Board ($10) or $30 per month; So that from $275 to $300 will cover all expenses including return transportation.
I do not know that I can do anything for the other school - that of Misses Hancock and Lynch. Last year [[?]] the Board of Miss Lynch $20 and the incidental expenses of both schools also collected from the pupils. The same can be done again the same.
