Dear Sir:

The Norfolk City Council has "gone back" upon its pledge of cooperation on the school question. 

Put not your trust in Rebels. There cannot be the least question but the Devil has taken Virginia in hand, and is making a regular stomping ground of the state. Not a week passes - scarcely a day but a negro is shot and "nobody is to blame"
