Dear Sir:

Yours of the 26th is rec'd. I have been much
interested in Miss Nelson's case, but am surprised to learn that in addition to the $20 appropriated by me for windows, $160 has been supplied them from the east. What have the Freedmen been doing for themselves? One hundred and Eighty Dollars is more money than has used for a log school house, within my knowledge.  We are accustomed to appropriate all the way $25 to $100 for such buildings and the Freedmen do the rest, i.e the labor; and it is a great deal better for them to help themselves in these things.

However, the appropriation of $20. was understood to be exceptional and in excess of my proper authority, because we are restricted to School-houses for day school. If a day school can be instituted in said building, it will have entirely a new aspect, will come within the law and I could appropriate something.
