Dear Sir:
I am proceeding with my arrangements for schools, depending for their existence upon the help you propose to extend.  The schools to which that assistance is already pledged will reach three fourths of the limit fixed. I assure you it is an inexpressible relief to me to be able to accomplish so much where otherwise nothing would have been done.
I propose to have printed a blank form for teachers to fill out monthly which shall be at once a Report of "whole attendance" and "average attendance, also a Receipt for the money they will receive. I write this humbly as an intimation of progress.
