Dear Friend: I am unable to give a satisfactory answer to your letter of the 23rd on account of not knowing what Gen. Howard means by "legal possession", and am now writing for more specific information I suppose there is no trouble in obtaining the $10 rent except in cases, like that at Danville, where the Bureau owns the building. We cannot see how the Bureau can own and at the same time pay rent on the buildings. Still I have no doubt but some adjustment of this difficilty will be made, though it may take some time to do it. The matter of selling Govt. school-houses to the Societies in possession for a nominal sum is under consideration by Genl. Howard -  there are some difficulties in the way which we think will be overcome
