Dear Sir:  Your communication of the 19th has been referred to me. I am unable to obtain from Gen. Brown an expression that he wishes $500 to be appropriated as you request, but he wishes me to act on the case upon its merits.  Acting on this as on other cases I could not conscientiously recommend such an appropriation.  You say "not a cent has been appropriated to that county".  Very true, and there are forty or fifty other counties in the same condition.  Appropriations are not made as patronage to counties, but to accomplish an educational result.  If there was any show of the establishment of a school with two or three teachers and the permanent maintenance of such school at your place, then an appropriation of $500 would be reasonably demanded;  but since it is more probable that within three months there will be no way of maintaining any school at all there, the appropriation asked for is simply so much patronage to a particular church - the money being lost to the cause of education.
