in proportion to their white population to aid in the support of these schools. This Literary Fund was put into the Rebellion and was lost. Whatever there was of this school-system before the war perished with it; and with two or three exceptions I do not know of any free schools maintained at public expense. The city of Norfolk has public schools for the white children. Petersburg [[strikethrough]] to the mil [[/strikethrough]] has the distinguished honor of being the first, as it is the only town in county to establish a system of public free schools for all, without distinction of color. 
There are other instances of specific appropriations by city Bureau Councils for some individual school enterprise, but no general provision for the education of rich or poor.
