General:
I am instructed by the Asst. Com'r to inquire of you what provision has been made for the support of a teacher in each of the two places -- Grayson Co. near Elk Creek, and near Independence P.O -- for which you ask rent of School House, also whether a competent teacher for each place has been engaged. It should further be said that at this late stage of the Bureau it is not desirable to put any of its funds into school houses and lots, where buildings can be rented, but rather to [[?]] its funds for the establishment of as many schools as practicable for the current year, leaving the state to make its own permanent improvements.
