Dear Sir:

Yours of the 18th with Dr. Sears is at hand.  The Bureau cannot aid in erecting churches, as such:  but is by law restricted to aiding in the erection or in renting school houses.  And it can do this only where the most reliable provision has been made for the support of a school.  The principal support of teachers comes from various charitable associations in the North, but wherever it appears that a competent teacher has been provided, and the support of the school assured, the Bureau will rent school rooms or aid, to a limited extent, in erecting school houses.  But all arrangements should be made through the local Bureau Officers - Thos Leahy or T.P. Jackson of Farmville.
