Dear Sir:

I am  directed by Gen. Brown to request you to issue commissions to the following persons - teachers of colored schools at Petersburg Va. viz:

Giles B. Cook,  Jane A. Simpson, Bettie Mayer, Mary K. Peterson, Hannah Gillman, Minnie A. Hill, Emily F. brown,
Samuel Williams, Mollie Williams, E.P. Elam, Emily P. [[?Marriott]], Annie Smith.

These teachers are employed by the Board of Education of the City of Petersburg, with three or four exceptions they are [[?]].  The schools are very good.  I have inspected them in company with Mr. Washbarn, and we were much pleased to see southern ladies and gentlemen of the most respectable properties.  Mostly at work in colored schools trying to make them as good as possible.  The Board of Education are enthusiastic, proud of what they have done and trying to do their whole duty.  The object of the above request for commissions is to bring those schools into a sort of legal relation to the Bureau, so
