General:

I have the honor hereby to certify to you 1st That I am the recognized agent of the New York Branch of the American Freedmens Union Commission for the State of Virginia, authorized to receipt for money in its name and to disburse the same in the support of the schools under its charge.

2d That the said Association has the following named persons commissioned and employed by it as teachers of Freedmen, at the places set against their names, and with the average number of pupils as stated below, for the several months of October, November and December 1868. Viz:
