Sir:

I am instructed by the Asst. Com'r. to acknowledge for him. The receipt of your communication of the 7th inst. asking authority to rent of Rev. Geo. Whipple certain lots and buildings, and to say that if the rents asked for are meant by you to be in lieu of the "$10. per month per teacher" proposed to be paid by Genl. Howard, he (the Asst. Com'r) has nothing to do with that matter, and it must be arranged at Washington. If the rent you ask is designed to be in addition to that paid by Genl Howard, Genl. Brown thinks it would not look well to have rent paid twice on the same buildings, nor to pay rent on buildings that had just been given away. Moreover it would impossible to pay those rents without an additional assignment of funds for the use of the Bureau in this district.
