Dear Madam:
I am sorry that your application was not made two or three months earlier. As it is, it comes to an overdrawn treasury. It has been understood since  Dec 1st that the Bureau and all Government aid to schools would cease with the month of June prox. Accordingly we have aimed to extend aid to such number of schools as would exhaust the fund assigned us by that time. But unfortunately, a summary of the expenses made and responsibilities assumed, during the last two months, shows that the aid already promised must in many cases be withdrawn, and in others reduced, in order to carry us through the next four months. No new schools can be taken up to receive aid from Bureau funds. The same is substantially the case with the Peabody funds in my hands. I am now paying at a rate which will exhaust the allowing before the time
