April 8
Miss Sarah E Bowen
In Reply to letters in regard to your school I have this to say. Genl. Thomas had no authority to promise you pay or to hire you. You have done what is right and he did wrong for he should in the first place have obtained permission from this office to establish a school at Bristol We are almost entirely out of funds, but will do the best we can to help you. I have recommended that $10 per month be paid you under the name of rent for the month of Jan. Feb. March. and April. This is the most that can be done and all that can be done. If the people do not pay you after April you will have to close your school
Papers will be sent you for your signature
Truly Yours &c
