Need of Schools. It is impossible to write to strongly upon this point. An inestimable amount of good has already been accomplished; a force has been put into society which in spite of poverty and bad legislation, in spite of petty appression and social ban, will go on revolutionizing southern society, leveling up the lowest stratum and leveling down that which assumes to be highest. But much more is most imperatively demanded. The responsibilities of freedom, of accountability to the law, of citizenship in the State and the republic cannot be properly met without a great increase of knowledge. 

Inspection. The value of the schools in progress depends much upon faithful and frequent inspections by persons fully competent for that work. It is to be hoped that ample provision will be made for this duty.
