Bureau R.F. and A.L.
Office Superintendent of Education, Virginia,
Richmond, Va., May 1 1869

Mr. A. Varner
Dear Sir:
The people had better build their own house, and then Bureau rent will aid them to maintain a school; which will be much better that to put our money into the house, and they have no help about their school.

It is good for the people to learn to help themselves, and what they are doing in your vicinity is very creditable to them.
Yours Truly

Jas. K. Pattison
Dear Sir:
Genl Thomas' promise to pay you is binding only on himself. He never was authorized from this office to make any such expenditure, and we cannot go back to that matter now. The people must take hold and help you, and the $15 per month which we pay you in the form of rent, will help you out of your trouble if the people do their duty. How long will you continue to teach.
Truly Yours
R.M. Manly
