Dear Sir:

Your favor of the 11th is at hand.  All papers relating to the claims of soldiers or their families shall be forwarded to Capt. E.M. Webber at this office. 

I am glad to learn that you are engaged in aiding the freedmen - particularly as regards their schools, and shall look for valuable assistance from you in furthering the ends I seek to accomplish.

Whenever you find a proper location for the establishment of a new school, and at the same time see clearly how the school is to be sustained, I shall be glad either to rent a school room, or aid the people in erecting a school house at an expense to the Bureau of from $50. to $200 or in extreme cases $250.  Assessing the number of people to be accommodated, the ability of the people to aid, the expense of materials &c.

Of course in all cases, old or new, where private buildings or rooms are used for schools, and a rental is required by the owner, the Bureau expects to pay it.  As regards direct aid in the support of the teacher, you are aware that the Bureau cannot
