do that. But this it has been doing the past year, and I presume will do in the future viz: The various charitable associations have drawn from the Bureau at Washington $10. per month, on the head of each teacher commissioned by them whose average attendance of pupils has been 30 scholars or upwards. All your teachers, therefore, whose schools are thus large, should be commissioned by the Society you represent and they will (I suppose) get this aid.

In other cases - smaller schools - I have been accustomed to pay a small sum, for the benefit of the teacher under the name of "rent," where no actual rent is required for the building; and sometimes where an actual rent is required I have paid that and the small sum afore named in addition - one part to go to the owner of the building and the other part to the teacher.

I hope you everywhere urge the people to help themselves by boarding the teachers. We shall much more promptly and liberally help those who help themselves.

Hoping to hear from you frequently

Yours truly
R.M. Manly

In all cases of applications, be very full and specific in your statements so that I may fully understand all the points.
