Dear friend

In reply to your inquiry whether the Bureau can aid in the erection of a tenement for the teacher at Newbern, I must reply that in accordance with both the law and the precedent, I think it cannot be done.  Assistance of that kind has been refused by the Dept at Washington in several instances.  The saving to the teacher in the expense of living will pay for the house in two years.

The spirit of Miss Martins letter is very creditable of her head and heart
