Dear Madam, 

I have rec'd a communication from Washington fixing the amount to be expended in aid of the Charlottesville School house at $800.  Genl. Howard also directs:  “The Society can furnish a plan and copy of contract which will be forwarded for approval and the money expended in the usual manner for materials and labor.”

Of course when buildings are being erected in various and widely separated portions of the State, the work must be carried through by the immediate agency and oversight of interested  parties.  My only agency in the building is to agree to the contract, approve of the building when completed, and pay the money, to the extent of $800, in bills for labor and materials. 

When you have perfected the plan of the building, you can draw a contract to complete the building in accordance with it for the sum of $800, to be paid in the manner above specified, either wholly or in part at the completion of the work.
