I have just rec'd from Rev. Mr. Simmons a paper, written on the 11th of May, by Genl. Howard, authorizing me to expend some money in Portsmouth, in the erection of a school-house, providing a suitable lot is furnished without expense to the Government.  I have written to Rev. Mr. Corprew on the subject.  Do you think anything, proactively can be done in that direction?  Will the colored people buy a lot, at once, so that the house can be erected before Oct.  If you do not think that probable, what next?  Can a place be rented and fitted up?  Any suggestions from you on the whole subject or any part of the subject will be thankfully rec'd.
