Sir:

Yours of the 20th is at hand.  I do not think the Bureau can or should go back to July '68 to make good the sacrifices the freedom or their friends have made in behalf of schools.  There are some who have given freely the use of lots or of rooms for schools, and the Bureau cannot undertake to pay back rents on claims now, for the first time, put in.  If the building stands on your lot, I think the Bureau should pay you rent, now that you ask it.  I am making inquiries in regard to the value of such lots as yours at Orange C.H.  The rent you ask is more than we are paying for larger lots in Richmond.  I should suppose real estate would be cheaper in Orange than in Richmond.  As soon as I have made up my mind I will write you
