Mr B. Downey

Dear Sir:

I shall make application to-day to Gen. Howard for permission to expend $200 on a school house at Lovettsville, and have no doubt but it will be granted. But it cannot be paid expect upon a written contract between myself of the one part, and yourself or some then responsible party of Leesburg or Lovettsville of the other, for the courthouse and proper furnishing of the school-house. Please make a contract, descriptive of a well built house 20x30 ft (I am not very particular about the terms) binding me to pay $150 upon signing the contract and $50 on the acceptance of the work by myself and binding the other party to complete the house, according to specifications before Oct. 1st. This is upon the express understanding that the land will be paid for and deeded according to my previous letters.

Your Truly
