Dear Sir:

Yours of the 15th Ult would have had earlier attention, but I returned only yesterday from an absence of 18 days in the North.

I can only say, in general terms, that the Bureau aids in establishing schools by paying $10. per month, where the people provide themselves with a school house or school room.  This is paid to some one of the Northern Charitable educational Associations to aid them in the support of the teacher whom they may commission. 

In order to get a school it is generally necessary that the people where the school is located, should be at the expense of boarding the teaching.  If you have a particular case, and you will state the circumstances fully and particularly, I may give you more definite information.
