Dear Sir:

A circular from Gen. Howards office dated Aug. 14, addressed to Societies and State Supts. says:  "No rental either directly or indirectly will be paid on buildings owned or rented by the General Government."  If I should pay rent on your school House then it would be a building "rented by the Genl. Govt." and your society could not collect its $10. per month rental.  The object of the order you perceive is to prevent two rents being paid on the same building, one from Richmond and one from Washington.
