General,

Your communication of Sept. 10th 1869, with enclosures is received. The buildings, in my name, on which rent is charged, were purchased by the Richmond Educational Assn. of the N.Y. Branch F.U. Com. I had always acted as local Agent of the latter and had received and receipted for the rent for them. When the Richmd. Ed. Assn., of which I am Secretary and Agent, came into possession, I was instructed by the Board of Directors to continue to receipt as heretofore, and to hand the money over to the treasurer.

I have been accustomed to sign unofficially at the suggestion of Major White, when he was in charge - to save the trouble of furnishing certificates &c.

I return herewith the vouchers signed as Secretary, Richmond Educational Assn.

Yours Respectfully
R.M. Manly
Supt. of Ed.
