My Dear Sir: 
I have just returned from a trip North, which will explain the delay in replying to yours of the 12th.  The general relation of the Bureau to Schools remains unchanged.  There are no Sub-Superintendants; - all reports and all business coming directly to me.  On account of managing the aid which the Bureau wishes to give to the Societies it is of the first importance that every teacher report promptly, and correctly on the last day of [[strikethrough]] the [[/strikethrough]] each month.  I have definitely arranged with Dr. Hatfield, I believe, to send J.J. Carter to Ayletts an important post.  When you come into this quarter of the State I hope you call on me - giving me notice before, so that I may be at home.  An interview I think will be very useful.
