There are some colored young men or women, of very moderate attainments, who have opened or will open schools in rural localities, where no Society will be likely to go, as an independent movement, and where otherwise there will be no instruction.  It seems to me best that some of these schools should be recognized by paying to the teacher the $10. rental allowed by the Govt. - the people providing the board of the teacher.  Will you commission the writer of the enclosed letter from Sept. 1st.?  He has been teaching longer but I have proposed to aid him from that time.
